Control Registrations possible from a MAC address.

Description

That a feature be added that would allow control of the number of Registrations possible from a single MAC address. Once a user registers, their MAC address cannot be used to open additional accounts using that address (allow a name change to an account to permit registering if a computer is sold etc. would be required). This could be an "admin" function.
